The request for a Reader in History came
to us through the Governor, but they forwarded

detailed particulars direct of the Board of
Education.
The suggestion in (7) seems to
be that when we get a Hong Kong University
vacancy from the Governor, we should write to
the Universities Bureau and leave the Board of
Education out altogether.

The history since 1923 is as follows:-
In that year the Governor reported that it was
the desire of the University Council that
responsibility for future appointments should
be undertaken by the Secretary of State.
The Secretary of State agreed to place
the services of the Colomial Office at the
disposal of the University in all cases in which
vacancies were brought to his notice by the
Governor; but it was made clear that he could
not undertake responsibility for the appointments
in general or permit any official correspondence
which might lead to the impression that these
